Williams Lake awards $1.9 million in 2025 streetworks contracts

The city has awarded this year's paving and city road work contracts

City council awarded its 2025 streetworks contract to Peters Bros. Construction Ltd. at the April 1, city council meeting.

The work will include Fourth Avenue reconstruction, valued at over $1 million excluding GST, plus a consulting services fee of $75,000. The company was also awarded a pavement rehabilitation contract in the amount of $570,000 before GST.

A report by Jeff Bernardy, senior engineering technologist with the city, wrote the report recommending council award the projects to Peters Bros.

"The use of contractors that specialize in different work types will maximize efficiency and reduce costs," wrote Bernardy in the report.

Council agreed and were supportive of using a local contractor.

Coun. Joan Flaspohler recused herself from the discussion and vote to avoid any potential for a conflict of interest due to the possibility her husband's company could end up doing some of the concrete work.

The two parts of this year's roadworks include the reconstruction of Fourth Avenue from Cameron Street to Comer Street and general city-wide paving.

Bernardy said both the water main and storm drain mains are at the end of their life and undersized on this section of Fourth Avenue. He said the sidewalk will also be replaced.

The section of Fourth Avenue by Kiwanis Park will also be repaved and a new sidewalk will be installed there. The new sidewalk will be a "stamped sidewalk" imprinted with a pattern to give it a brick-like look.

The city received two tenders for the asphalt rehabilitation and three for the Fourth Avenue reconstruction, with Peterson Contracting coming in $550,000 below the next highest bidder.

While the total being $128,000 over budget, Bernardy indicated the contracts allow the contractor to remain within the budget by reducing the amount of paved area if needed. Besides the extensive, and expensive work on Fourth Avenue, city staff identified First Avenue N. and Carson Drive as being in line for repaving.

The projects are expected to begin in early summer and be completed by October.
