Up to 46 residential units allowed on rezoned lots by 'weak' Salmon Arm intersection

An application to rezone properties at  560, 580 and 610 Shuswap St. SE to high-density residential received third reading at the Salmon Arm council meeting of Feb. 10, 2025.

Council is supporting the rezoning of adjacent Shuswap Street properties to make way for a high-density residential development.

At its Monday, Feb. 10 meeting, council gave three readings to an application to rezone 560, 580 and 610 Shuswap St. SE from R-10 residential to R-5 high-density residential. Final approval is subject to consolidation of the three properties, completion of a traffic impact study and Ministry of Transportation and Transit approval. 

The rezoning is to permit future multi-family residential development. Staff noted that once consolidated, the property would satisfy the minimum lot area requirement of the R5 zone and support, with density bonusing up to 46 units (this was a correction made to the 88-unit maximum shared at the Dec. 16 development and planning services committee).

Asked about the need for an traffic impact assessment, city engineering and public works director Rob Niewenhiuzen explained the nearby 5th Avenue/Shuswap Street intersection has been identified as a "weak intersection, to say the least," and the assessment would explore development's impact there. If improvements are required, they would be the responsibility of the developer.
