Central Saanich unveils concept designs for new municipal facilities

Design options on Hovey Road and on Mt. Newton Cross Road will be shared at several open houses

Central Saanich residents are getting their first look at the proposed designs for new municipal facilities, including a police station, fire hall and municipal offices, just days before a series of open houses kicks off.

The plans, presented at a council meeting on Monday, June 9, aim to enhance public safety without requiring new tax increases. A recreation facility is also being considered as an option within the project.

The district assures residents the project will be "fully funded through a combination of land sales, existing reserves and prudent debt management."

A key driver for moving forward with the redevelopment is the escalating cost of construction.

The district stated that delaying action would see costs outpace their financial capacity. As an example, the project was estimated at $15 million in 2009; however, due to industry-wide inflation, that cost has quadrupled.

The net cost for all concepts is estimated between $45-50 million, which includes a 30 per cent contingency.

Central Saanich believes this is a good value considering the project will modernize emergency services and civic facilities, thanks to the potential sale of land located at 1903 Mount Newton Cross Rd., anticipated to be valued at over $20 million.

"We are extremely fortunate to be in a position where we can make this critical investment without placing further financial strain on taxpayers," Mayor Ryan Windsor said.

"Thanks to planning going back more than a decade, this project is not only possible, but it can also bring needed amenities and tax revenue to the district to deliver long-term value to residents."

The redevelopment also promises new recreational spaces, community meeting areas, improved streetscapes and amenities.

Details of the three concept designs, one located on Hovey Road and two on Mt. Newton Cross Road, will be shared at a public open house on Thursday, June 12, from 3 to 7 p.m. at the Central Saanich Cultural Centre.

Additional open houses are scheduled for Saturday, June 14 at the Saanich Fairgrounds and Sunday, June 22 at the municipal hall, with more events planned throughout the summer.

Residents will likely have the opportunity to vote on whether the district should borrow $33.5 million to finance the project through an alternative approval process or referendum this fall.
